Public Financial Management for Public Sector Managers

Course content:

  1. Existing and future legislation, regulations, circulars and guidelines relating to public financial management
  2. Role of international and national key stakeholders in public financial management
  3. Programmes, subprogrammes and/or project budget proposals in accordance with existing prescripts
  4. Cash flow projections and actual cash flow during the financial year and lifecycle of a project
  5. Supply chain management process and acquiring goods and services as needed for programmes, subprogrammes and responsibilities.
  6. Responses to questions raised by oversight committees (government and others) and the Auditor-General of South Africa (AGSA)

Learning outcomes:

After successfully completing this course, you will be able to

  1. Expertly manage public financial resources allocated to your component in support of the existing regulatory framework
  2. Base financial decisions and policy advice to the chief financial officer, accounting officer, accounting authority, executive authority and/or stakeholders
  3. Develop and manage financial information systems in and for your component
  4. Actively participate in the supply chain management and procurement process of your department/component
  5. Critically evaluate and satisfy the reporting requirements of both internal and external stakeholders on financial performance of your component, and
  6. Structure the component as a learning organisation.

Course structure:

  1. Contact sessions: 3 days
  2. Assignment due date: 4 weeks after last contact session
  3. 6 Months practical’s/ Work place based

Admission Requirements:

Prospective delegates should at least have a minimum of three years’ managerial experience in the public sector and/or a relevant tertiary qualification.

The SPMA Postgraduate Committee will consider exemption (credits) on some of the modules towards the course work MPA, on condition that delegates meet the minimum requirements as stated above.

Fees:

R5 100.00 per delegate (VAT incl.)

Course fees include all course material and refreshments during contact days.
